"THE CONFEDERACY "

The Life Force, the Great Spirit, provided only one form of Government to rule on Turtle Island, the Confederacies. Only the respect of the confederate mind and spirit will protect all the Aboriginal people on Turtle Island.

The Confederacy, an Aboriginal International Government, would enable Aboriginal people to participate in the Canadian democratic process and assure them an active role in the broad workings of Canadian government management, as a concept of participatory democracy.

The empowerment of the Confederacy as one strong viable Aboriginal Government comprised of Tribal, National, and Confederate components through the effective strengthening of existing Tribal, National and Confederate Aboriginal governments with an International voice in Canada.

FOR PEACE ,JUSTICE AND UNITY

Part of the prophecy of the 7 fires speaks of a mighty Confederacy, the creation of a Mighty Nation within Canada where the people will live in true peace and harmony.

Once people understand the prophecy they will accept that the principle of equality in Canada is not between provinces but in the co-existence of three forms of government in Canada, joined together under one Crown.

BONDED CROWNS

The Crown of the Confederacy of the Aboriginal people and their allies.

The Crown of the Confederacy the French people and their allies.

The Crown of the Confederacy of the English people and their allies.


The current constitutional crisis that exists right now boils down to the fact that one CONFEDERACY wants to control the other two.

The CONFEDERACY is an aboriginal concept that was provided to the Aboriginal people by the Creator, the Life force, as a political tool to maintain peace and unity among all Nations, and to give an equal voice to all Nations to avoid war conflict. It also provides for consensus in all deliberation of its decisions.

With an Aboriginal concept of a CONFEDERACY in mind, and borrowing from the British parliamentary structure, the province of Ontario, Quebec, New Brunswick, Nova Scotia, and Prince Edward Island sent representatives to hold a council in 1867 to create a CONFEDERACY which would be known as Canada. This CONFEDERACY resulted in a federation of provinces. As we can all see today, this CONFEDERACY was not designed to worked properly, because it denied the principle of equality between all the Nations and the existence of CONFEDERACIES within the boundaries of Canada, who participated as equals only in the International Peace treaty signed in Montreal in 1701.

To form a Mighty Nation in Canada, we must return to the concept of the CONFEDERACY that is part of the political spirit that existed in this land for thousands of years.

The return to an Aboriginal political structure would provide and restore the symmetrical tool used by our Aboriginal Nations to maintain peace justice and harmony: the consensus.

If there is a transfer of power from the present Canadian government for peace, justice, unity and equality, it must not be transferred to the provinces but to the three CONFEDERACIES that are empowered by the Creator, the Life Force, to protect all the people in this land.

Administrative arrangements extending the control of each CONFEDERACY over the implementation of confederate laws, programs and policies for its respective people would be developed and implemented in order to realize the concept of PARTICIPATORY PROCESS IN THE CANADIAN GOVERNMENT.

The Canadian constitution of 1982 defined the Aboriginal people of Canada in three as comprising three equal groups: the Indians, the Metis, the Inuit.

This provided an asymmetrical definition of confederate power among the three groups. The word Indian, a generic administrative definition used under the Indian Act, does not recognize Aboriginal groups as Nations in themselves and eviscerate the concept of Aboriginal Nation in the constitution.

On the other hand, the Metis and the Inuit are not under the jurisdiction of, and are not defined by the Indian Act, affording these two Aboriginal Groups political recognition as distinct Nations.

Constant use of asymmetrical concepts to define or being part of the words needed to define the structure of a CONFEDERACY, divides our confederate spirit and unbalances our collective mind.


We, the Aboriginal people living on Turtle Island, are prepared for peace and unity. But first we must be prepare to join together under one confederate spirit and as one confederate mind, to demonstrate the strength and power of the CONFEDERACY of our great Aboriginal Nations.

Then we will be prepared to join as a CONFEDERACY of the Aboriginal people with the CONFEDERACY of the French people and the CONFEDERACY of the English people to form a mighty symmetrical CONFEDERACY in Canada, in accordance with the great prophecy of the 7 fires.

We, the people of the 7 fires must work and share our efforts to rekindle the 7th fire in order to light the 8th and final fire, an eternal fire of peace, love, brotherhood and sisterhood .

The Anishinabec (the people ) circle would be closed again on Turtle Island as it was envisioned by all the Aboriginal leaders and the leaders of the newcomers when they proposed and agreed to the treaty of 1701.

Aboriginal power or self-determination can only arise from Aboriginal political unity.

Aboriginal power and unity can be developed and protected only under the management of one International Aboriginal Government; the Confederacy of the 55 Indigenous Nations, which include the 53 First Nations, the Métis Nation and the Inuit Nation.

Aboriginal self-government can be developed and protected only under the Confederacy.

Aboriginal self-determination can be protected only under the Confederacy.

Equality with Canadians and Quebecois can be achieved and protected only under the Confederacy.

Aboriginal sovereignty for each of the 55 Nations in Canada can be developed and protected only under the Confederacy.

Aboriginal legislation can be developed and protected only under the Confederacy.

Aboriginal political structures can only be developed and protected only under the Confederacy.

Aboriginal cultures can be protected only under the Confederacy.

Aboriginal languages can be revitalized and protected only under the Confederacy.

Aboriginal heritage can be protected only under the Confederacy.

Aboriginal land claims can be promoted, advanced and protected only under the Confederacy.

Aboriginal treaties can be developed and protected only under the Confederacy.

Aboriginal Sachems can be reinstated and protected only under the Confederacy.

Aboriginal people can achieve true social and political equality and be protected only under the Confederacy.

Aboriginal economic development can be developed and protected only under the Confederacy.

Aboriginal concept of negotiation, Nation to Nation can be promoted, implemented and protected only under the Confederacy.

Aboriginal Nations and international laws can be developed and protected only under the Confederacy.

Aboriginal Nations and international constitutions can be developed and protected only under the Confederacy.

Aboriginal dreams and aspirations can be realized only under the Confederacy.

Aboriginal employment can be developed and protected only under the Confederacy participating in the democratic process in Canada.

CONFEDERACY GOVERNMENT
VERSUS
INDIAN AFFAIRS AND NORTHERN DEVELOPMENT

Based on a concept of PARTICIPATORY PROCESS IN CANADIAN GOVERNMENT DEMOCRACY, the Department of Indian Affairs and Northern Development must be abolished and all responsibilities transferred to the Confederacy OF THE INDIGENOUS NATIONS to better service the Aboriginal people from the national perspective. All existing DIAND operations must remain in place, but the management must be under One Aboriginal Government, the Confederacy.

It would follow that the Minister of Indian Affair and Northern Development would be replaced by the Grand Chief or Sachem of the Confederacy.

The Regional Directors of Indian Affairs and Northern Development positions would be replaced by the Régional Grand Chiefs or Sachems of the Nations that constitute the Confederacy.

The Confederacy of the Aboriginal Nations would be the only Government to conduct the affairs and establish priorities in relation to the needs of Aboriginal people of Canada. Concomitant with the revitalization of Aboriginal cultural and linguistic heritage , this government would initiate action plans on three vital fronts:

a) assertion of all Aboriginal rights, including political sovereignty and actualization of the right to self-government upon which treaties are built;

b) develop and implement new concepts in Aboriginal education which can bridge the gap between contemporary Methods and those of the traditional past; and

c) reconstruction of social, political, educational, cultural, judicial, and economic institutions

Concentrate on Aboriginal efforts on economic problems and solutions by establishing ancillary institutions for research and development .

Ensure that the Confederacy will be at the core of efforts to refine the sense of the word Aboriginal, so that all Aboriginal people can develop a unified identity.

Create and act on concept of freedom and brotherhood based on equality among the Canadians, the Quebecois and the Aboriginal crowns. Representation from the three constituionaly define Aboriginal groups will be invited to join in one spirit and one mind under one Aboriginal Crown, one Aboriginal Government, one Confederacy for strength and power.

Establish and maintain the principle that under original jurisdiction all Aboriginal rights are inherent, and have not been abrogated and are not negotiable.

Create Aboriginal cultural and educational institutions, such as schools, school boards, universities, cultural centres, museums, colleges and businesses etc. associated with distinct Aboriginal linguistic groups.

Examine the fundamental purpose of Aboriginal education in contemporary society and the role and function of Aboriginal institutions in the area of social rebuilding, as well as,psychological spiritual and cultural revitalization among Aboriginal people comparable to what can be available to the Canadian and Quebecois.

Asserting the principles and the identity of the Confederacy would require the written and oral use of Aboriginal languages at the political, administrative, communication and educational level.

Create services and support structures in all area, to address social, recreational, economic, educational, community developmental and judicial issues in all Aboriginal communities. The Confederacy as it was stated would bring to access to the Aboriginal people a regime of Peace, and ensure their right to practice their customary laws as guaranteed in all treaties since the International Treaty of 1701.
