PREAMBLE

DEAR CITIZEN OF THE MALISSET NATION ,

It is with conviction that we put before the population of the Maliseet Nation Viger in general meeting , a bill proclaiming the sovereignty of the Maliseet Nation throughout its ancestral territory , Pointe Lévis up Rimouski down along the Saint John River to the Atlantic Ocean.

We believe this legislation approved by the majority of citizens of the Maliseet Nation Viger is required and will be used to compensate for the position of the Quebec Nation to develop a country willing to take possession of the ancestral territory of the Maliseet Nation we have never given or sold to anyone.

The claim of the Quebec Nation 's own ancestral territory of the Maliseet Nation encroaches on our original jurisdiction and does not respect the territorial integrity of the territory of the Maliseet Nation and the Great Wabanaki Confederacy .

The Maliseet Nation already has a declaration of sovereignty and according to our old constitution of the millennium. Now it must be repeated in the contemporary term Maliseet people. Our original jurisdiction has always existed since time immemorial and we know who we are, what we were and what we want to be tomorrow. Our constitution reflects our values and our culture. We formulated the laws of the Creator, there is about it for thousands of years . They respect people , nature, plants, air, water and animals.

For the first time in the Maliseet history, we have a choice to tell the tenants of our ancestral territory , they have no right to take it over to make their country. This is equivalent according to a principle of international law, a territorial encroachment and hope Quebecers will respect the overall integrity of the territories of the Aboriginal Nations.

You must participate in this democratic exercise of Maliseet history to affirm the identity and sovereignty and that of the ancestral territory of the Maliseet Nation.

You must express a critical point of view , support your social , cultural and political Maliseet future. You have a national obligation as Maliseet , to protect the sovereignty of your nation and your ancestral territory.

To overcome the bill on Quebec sovereignty , we propose very soon the population of the Maliseet Nation a referendum on the political future of the Maliseet Nation.

We propose to train our own people Maliseet Commission to hear what we have to say , and to help us make our project of self-government in accordance with our aspirations.

We propose that the Commission announces the time and place the outline of a consultation on our gouvernemetale autonomy to develop our government and political structure, the boundaries of our ancestral land , heritage protection , environmental management and social impact, Community and national structure , hunting fishing and trapping , beneficiaries, territorial and financial compensation, comprehensive claim sovereignty of the Maliseet Nation , a new agreement or treaty, constitution Maliseet justice system , the code of citizenship , Council of Elders , financial , cultural and economic institutions of the Maliseet Nation.

We hope in this time of reflection that the population of the Maliseet Nation reflect the impact that the sovereignty of the Maliseet Nation will for our own future and save , as citizens Maliseet , for our children and our grandchildren the national integrity of our ancestral land and application of all our social, economic, cultural, political and spiritual elements .

Be Maliseet is what publicly stand proudly before Quebecers , Canadians and other nations of the earth who want to deprive us of what is rightly ours , is to assert its national identity firmly and with conviction , c is expressing its will in accordance with our traditions , our customs and values, support and defend the sovereignty of the Maliseet Nation and the integrity of our ancestral Maliseet territory.
